The legal drama surrounding some of the country's most talked-about figures took a new turn this week. Justice Secretary Jesus Crispin Remulla announced that five individuals linked to a major controversy—the Discaya couple and three former Department of Public Works and Highways (DPWH) officials—are now under government protection as protected witnesses. This isn't the same as being a full-fledged state witness, but it's a significant step in the ongoing investigation.

A Matter of Protection, Not Immunity

The protected status means that Pacifico "Curlee" Discaya and his wife, Cezarah, along with former DPWH officials Henry Alcantara, Brice Ericson Hernandez, and Jaypee Mendoza, will be under the government’s care while officials decide if they qualify for the Witness Protection Program. This protection even extends to their families, ensuring their safety during this critical phase.

Remulla was quick to clarify the distinction. "Being a state witness is another matter," he said, emphasizing that the process is long and complex. He added that the evaluation is just getting started, likening the current stage to being "at the tip of the iceberg."

The Strict Rules of Witness Protection

The justice secretary explained that the decision to admit someone into the Witness Protection Program isn't taken lightly. Granting someone full immunity from criminal liability is a big deal, and it has to be worth the benefit it brings to the country. One of the main criteria is that the person applying for the program must not be the "most guilty" party in the case.

In a promising development, Remulla mentioned that initial conversations with some of the individuals have already led to the discovery of new names who may be involved. He also welcomed the decision by the Discayas, Alcantara, and Hernandez to surrender some of their assets, including luxury vehicles, which is seen as a positive sign of cooperation.
