House Probe Reveals P96-M Bulacan Ghost Project Was A Congressional Insertion

A lawmaker has uncovered that a controversial infrastructure project in Bulacan—tagged as a “ghost project” by the Department of Public Works and Highways (DPWH)—was not part of the government’s original spending plan.

House Infrastructure Committee Co-Chair Terry Ridon said the P96-million Wawao Builders project, which DPWH Secretary Vince Dizon earlier confirmed as non-existent, was inserted during the bicameral conference committee deliberations.

“This project was not in the National Expenditure Program. It wasn’t in the House General Appropriations Bill either. It was purely a congressional insertion,” Ridon revealed.

The disclosure raises fresh concerns about budget transparency and accountability, particularly in the implementation of infrastructure projects.
