ICI Seeks Immigration Watch Order Against Ex-Lawmaker, 18 Others Linked To Flood Control Probe

The Independent Commission for Infrastructure (ICI) has requested the Department of Justice (DOJ) to issue an Immigration Lookout Bulletin Order (ILBO) against former Caloocan Rep. Mary Mitzi “Mitch” Cajayon-Uy and 18 others in connection with its ongoing probe into allegedly anomalous flood control projects.
In a press release dated October 13, 2025, the ICI said the move aims to ensure that the individuals involved remain within the country while the investigation continues.
Among those included in the ILBO request are Arturo “Art” Atayde, Alvin Tan, Bong Marasigan, Elmer de Leon, Ed Fuentebella, Johnny Santos, John Mary Vianney Parago, Alvin Mariano, Ryan Uy, Darryl Recio, Nestor Venturina, Benjie Tocol, and Romeo “Bogs” Magalong Jr.
Also named were several district engineers — Ramon Devanadera, Johnny Protesta Jr., Aristotle Ramos, Michael P. Rosaria, and Angelita Garucha.
The ICI said the ILBO request is a precautionary measure while it continues to gather evidence and testimonies related to alleged irregularities in the use of infrastructure funds.
An ILBO is typically issued to monitor the travel movements of individuals who are the subjects of pending investigations or criminal complaints, preventing them from leaving the country without clearance from authorities.
The DOJ has yet to announce whether it will approve the ICI’s request.
