ICI Summons Zaldy Co Again For Flood Control Probe

The Independent Commission for Infrastructure (ICI) has issued a new subpoena to former Ako Bicol Party-list Representative Zaldy Co, compelling his attendance at a hearing scheduled for November 11-12, 2025. This comes after Co missed a previous session where he was expected to testify regarding alleged anomalies in flood control projects.
ICI Executive Director Atty. Brian Keith Hosaka confirmed that the subpoena was sent to Co’s residences in Pasig City and Bicol.
"We sent a new subpoena to him addressed to his Pasig residence and the one in Bicol. We're just awaiting the reports coming from the ones who will serve this," Hosaka said.
He added that the commission would review the service reports to determine next steps, including the possibility of filing a petition for contempt if Co fails to appear again.
Co, who resigned from Congress on September 29, 2025, citing threats to his family and denial of due process, has been implicated in a multibillion-peso flood control scandal. Reports indicate that he is currently abroad, allegedly receiving treatment for a heart condition.
Despite his resignation, the ICI continues to pursue his testimony, emphasizing its importance to the ongoing investigation.
The ICI, established on September 11, 2025, is tasked with investigating flood control and other infrastructure projects implemented since 2015. The commission seeks to address concerns over budget insertions and potential corruption in these projects.
As the November hearings approach, the ICI remains committed to uncovering the truth behind the alleged irregularities, regardless of Co’s current location.
