ICI To Seek Charges Against Lawmakers, Officials Over Flood Control Anomalies

The Independent Commission for Infrastructure (ICI) is set to recommend the filing of criminal and administrative charges before the Office of the Ombudsman against several lawmakers and government officials allegedly linked to questionable flood control projects.

Those facing possible charges are Senators Joel Villanueva and Jinggoy Estrada, resigned Antipolo Rep. Zaldy Co, former Caloocan City Rep. Mitch Cajayon-Uy, former Department of Public Works and Highways (DPWH) Undersecretary Roberto Bernardo, and Commission on Audit (COA) Commissioner Mario Lipana.

According to the ICI, its investigation uncovered irregularities in the implementation and funding of multiple flood control projects across the country, pointing to “serious lapses and potential misuse of public funds.”

The commission said it will forward its findings and evidence to the Ombudsman for appropriate legal action.

“The public deserves accountability. Projects meant to protect communities from flooding should not be used as channels for corruption,” the ICI said in a statement.

Created earlier this year to probe corruption in infrastructure programs, the ICI added that it will continue to review other public works projects to ensure transparency and the proper use of taxpayer money.
