The League of Cities of the Philippines (LCP), representing mayors across the country, has expressed full support for President Ferdinand R. Marcos Jr.’s call for transparency and accountability in the implementation of flood control projects.

In his recent State of the Nation Address, President Marcos underscored the persistent shortcomings of flood control initiatives, which continue to endanger communities nationwide. He pointed out that despite years of spending on these programs, many areas remain vulnerable to destructive flooding—an issue made even more pressing during the recent string of typhoons.

City mayors, through the LCP, affirmed these concerns, saying they have seen firsthand how flooding affects their constituents. “Flooding has caused immeasurable suffering for our people—not only through loss of lives and livelihoods, but also through school disruptions and serious health risks such as leptospirosis,” the group stated.

The League also lauded the President’s directives for a government-wide accounting and performance review of flood control projects, including the ongoing probe into alleged anomalies such as substandard and even “ghost” projects. The LCP urged all concerned national agencies to cooperate fully and provide accurate reports on the actual state of these infrastructure efforts.

“We must put an end to corrupt and ineffective practices. What our people need are long-term solutions that are effective, sustainable, and aligned with climate change adaptation and sound city planning,” said LCP National President and San Juan City Mayor Francis Zamora.

The mayors further emphasized that modern science and technology already provide viable strategies to mitigate flooding, but these must be coupled with proper planning and transparent execution. They also welcomed the participation of various stakeholders, including the private sector, in shaping and implementing these solutions.

“The League of Cities remains open to dialogue, collaboration, and active participation to ensure that these flood control measures are truly effective for our communities,” Zamora added.
