LTFRB Weighs Petition For Jeepney Fare Hike, Vows Fair And Transparent Review

The Land Transportation Franchising and Regulatory Board (LTFRB) is taking a closer look at a petition from major transport groups seeking a provisional fare increase for public utility jeepneys (PUJs).
Filed on August 11 by PASANG MASDA, ALTODAP, and ACTO, the petition requests a ₱1 provisional fare hike along with other adjustments for both traditional and modern PUJs. These proposals cover multiple filings submitted between August 2023 and March 2025, ranging from increases in the base fare to changes in the per-kilometer rate.
LTFRB Chairperson Atty. Teofilo Guadiz III assured the public that the Board is thoroughly evaluating the request.
“We are studying the petition in detail to ensure that any fare adjustment is fair, reasonable, and based on solid justification,” Guadiz said.
According to him, the review process will take into account not only the financial viability of transport operators but also the welfare of commuters.
“Our goal is to balance the needs of the riding public and the sustainability of public transport operations,” he added.
The petitioners have also asked the LTFRB to make permanent the ₱1 provisional fare hike approved in October 2023, and to approve an additional ₱2 provisional increase. If granted, the base fare would rise to ₱15 for traditional PUJs, while fares for modern PUJs would jump from ₱14 to ₱19.
Guadiz underscored that the decision will not be made hastily. The Board will conduct public consultations and hearings to ensure transparency and participation in the fare-setting process.
“We will listen to all sides before making a decision. This is part of our mandate to ensure transparent and participatory fare-setting,” he said.
The LTFRB has yet to announce the schedule for public hearings on the matter.
