LTO Drops Top Box Registration Fees For Motorcycle Riders

The Land Transportation Office (LTO) has officially removed the registration fee for custom-made motorcycle top boxes and saddle bags, a move aimed at easing the financial burden on riders who rely on motorcycles for their livelihood.
The policy follows the directive of President Ferdinand R. Marcos Jr. and Acting Transportation Secretary Giovanni Z. Lopez to make daily life easier for working riders, particularly delivery drivers and small business owners who use motorcycles as their primary source of income.
Under the new directive, the LTO will no longer collect the ₱100 registration fee previously charged for every custom-made top box or saddle bag installed on a motorcycle. LTO Chief Assistant Secretary Markus V. Lacanilao signed the memorandum formalizing the change.
The move is part of the agency’s 7-Point Policy Agenda, which focuses on removing unnecessary fees and reducing financial pressure on motorists—especially those who depend on motorcycles for work—while maintaining safety standards on the road.
Despite the removal of the fee, registration itself remains mandatory. The LTO stressed that registering custom-made top boxes and saddle bags is still necessary to ensure road safety and to verify that additional equipment meets technical and safety standards.
Instead of an official receipt, the LTO will issue a certification—based on guidelines set by its Central Office—as proof of registration for custom-made motorcycle equipment. Any previous rules or memoranda inconsistent with this policy will be amended or repealed.
Regional directors, law enforcement officers, and inspection center heads have been instructed to fully enforce the new policy and assist motorcycle owners in completing their registration smoothly and without delay.
For many riders, the decision is a welcome relief, removing an extra expense in an already challenging daily grind on the road.
