The Land Transportation Office (LTO) is moving ahead with its plan to prohibit e-trikes and other light electric vehicles from using major and national roads starting December 1. LTO Chief Markus Lacanilao announced the enforcement timeline during the Department of Transportation’s (DOTr) 2026 budget deliberations.
Lacanilao said the surge of e-trikes and e-bikes on busy thoroughfares has raised safety concerns, prompting the agency to tighten its regulations. He explained that the new rules are meant to protect both riders and motorists, as many of these vehicles are currently operating without clear compliance standards.
He also emphasized that the law still applies: “dapat may lisensiya ang nagmamaneho ng naturang sasakyan at rehistrado.”
Under the upcoming enforcement plan, e-trikes caught on major or national roads may be immediately impounded—a policy consistent with recent statements from both the LTO and DOTr. However, the restriction will not apply to all roads nationwide. Inner roads, barangay streets, and non-major routes remain under the jurisdiction of local government units.
The LTO is expected to release the full list of covered roads and final enforcement procedures soon, giving e-trike owners time to adjust before the December 1 rollout.
