LTO Waives Penalties For Late Registrations In Storm-Hit Areas, Following President Marcos' Directive

In response to the recent series of storms that caused severe flooding and displacement across the country, the Land Transportation Office (LTO), under the guidance of the Department of Transportation (DOTr) Secretary Vince Dizon, has taken swift action to ease the burden on affected Filipinos.
Acting on the directive of President Ferdinand “Bongbong” R. Marcos, Jr., the LTO has waived fines and penalties for late registration of motor vehicles and the renewal of driver’s licenses in areas declared calamity-stricken. The move comes after the devastating impact of three successive weather disturbances—tropical storms “Crising,” “Dante,” and “Emong”—which, combined with the southwest monsoon (habagat), caused extensive flooding and affected more than 2.7 million people.
In a memorandum signed by acting Assistant Secretary Atty. Greg G. Pua, Jr., the LTO outlined several relief measures to help motorists get back on their feet. Specifically, late penalties for vehicle registration and license renewal from July 21 to 25, 2025, will be waived, and the validity of documents due during this period will be extended until August 8, 2025.
Additionally, vehicles—cars and motorcycles alike—purchased between July 21 and 25 will not incur penalties even if they were not registered within the usual timeframe. For these purchases, the counting of registration days based on the Sales Invoice will start on August 8, 2025, effectively resetting the registration window and protecting new owners from fines.
To further assist affected individuals, the LTO is also extending the settlement period for traffic violations that occurred during the same timeframe. Normally, motorists have 15 days to settle such cases without incurring further penalties, but the new deadline has now been pushed back to August 8, 2025.
These temporary but crucial adjustments are part of the administration’s broader effort to provide responsive governance in the wake of natural disasters. By easing administrative burdens and financial strain, the LTO aims to support the recovery process for millions of Filipinos disrupted by the recent calamities.
