LTO's P946-M Command Center Remains Unused, Probe Underway

The Land Transportation Office (LTO) has asked the Independent Commission for Infrastructure (ICI) to investigate its nearly P1-billion Central Command Center (C3) in Quezon City, which remains largely unusable.
The facility cannot be put to use because critical equipment, including cameras meant to be installed nationwide, are missing. Overpayments totaling P26 million have also been flagged in the project.
The C3 project, which began under former LTO chief Edgar Galvante, involved a joint venture of several contractors, including Sunwest Construction and Development Corporation, a firm linked to former Ako Bicol Party-list Rep. Zaldy Co. Other companies in the joint venture include LDLA Marketing Trading, Data Center Design Corp., Ebizolution Inc., and Trading.
In addition to the command center, LTO is investigating two three-story buildings believed to be overpriced and questionable, including the Radd Safety Interactive Center, each costing nearly P500 million.
On Tuesday, December 2, 2025, the LTO submitted a detailed set of documents to the ICI, urging a thorough review of the alleged irregularities surrounding the construction of the C3 facility and related projects.
