President Ferdinand R. Marcos Jr. lauded the newly completed Union Water Impounding Dam in Claveria, Cagayan, calling it proof that the government can deliver fast, effective, and reliable flood control projects when properly managed.
Speaking before local farmers during the dam’s inauguration on Tuesday, Marcos proudly shared that the project was completed in just 14 months—from start to finish under his administration.
“Ito po ay binubuksan po natin – ito ay para naman maipakita natin, itong project po na ito, nagsimula ito sa termino ko, natapos din sa termino ko,” the President said. “Fourteen months, zero ito, wala ito. Pero 14 months later, ito na, mayroon na tayo.”
The President’s remarks come amid ongoing scrutiny of several flood control projects nationwide. He emphasized that the Union Dam stands as a model of good governance and efficient implementation.
“Ibig sabihin napatunayan natin na maaaring gumawa ng magandang flood control na effective. Basta’t maayos ang pagpagawa, maayos ang disenyo, maayos ang implementasyon, wala tayong makikitang problema,” he said.
The Union Dam, technically a weir or low dam, is designed to regulate river flow and manage water levels during heavy rains—helping prevent flooding in nearby low-lying communities. Beyond flood control, it also provides year-round irrigation to over 3,600 hectares of farmland, benefitting more than 1,000 farmers across seven barangays.
Jointly implemented by the Department of Public Works and Highways (DPWH) and the National Irrigation Administration (NIA), the project forms part of the government’s convergence strategy to boost flood control, irrigation, and rural productivity.
Marcos also pointed out that the site is quickly becoming a local attraction, with residents visiting the area for recreation and water activities.
“Ang daming puwedeng gawin dito. Kaya ako’y tuwang-tuwa na mapunta rito, makita itong natapos natin na flood control project na makita natin ay makakatulong sa mga lahat ng nandito sa valley,” the President said.
The Union Dam’s completion, Marcos added, serves as a symbol of what the government can achieve when planning, design, and execution align for the benefit of the Filipino people.
