Marcos Names Top 15 Contractors Handling Flood Control Projects; Flags Concentration Of Contracts

President Ferdinand R. Marcos Jr. on Monday revealed the top 15 contractors that hold the most number of flood control projects across the country, noting that five of them have secured contracts in almost all regions nationwide.

Speaking from the Presidential Broadcast Studio in Kalayaan Hall, Malacañan Palace, Marcos underscored that the findings are part of the government’s initial transparency initiative, not an accusation of wrongdoing.

The list of contractors includes:

1. Legacy Construction Corporation
2. Alpha & Omega Gen. Contractor & Development Corp.
3. St. Timothy Construction Corporation
4. QM Builders
5. EGB Construction Corporation
6. Topnotch Catalyst Builders Inc.
7. Centerways Construction and Development Inc.
8. Sunwest, Inc.
9. Hi-Tone Construction & Development Corp.
10. Triple 8 Construction & Supply, Inc.
11. Royal Crown Monarch Construction & Supplies Corp.
12. Wawao Builders
13. MG Samidan Construction
14. L.R. Tiqui Builders, Inc.
15. Road Edge Trading & Development Services

According to Marcos, these 15 companies account for roughly 20 percent of the ₱545-billion national budget for flood control projects. Of particular note, five of them have ongoing contracts in nearly every region of the country.

He explained that while local contractors are often prioritized for efficiency and accountability, the scale and distribution of these projects prompted further examination.

“This is what stood out. Five of these contractors had projects almost nationwide. That’s why we’re taking a closer look,” Marcos said. “We’re not accusing anyone yet, but we want people to see how this has been conducted.”

To promote transparency, the government is launching a public website containing initial information about these projects. Citizens are encouraged to review the data and share their observations or concerns.

Marcos acknowledged that the process may be “a little painful,” as it could involve individuals close to those in power.

“Even if they are close to us, the people are closer to our hearts. We will put them first,” he stressed.

The President said this marks only the first step in a broader effort to ensure accountability and fairness in the awarding of government contracts.
