Marcos Swears In Charlito Mendoza As BIR Commissioner

President Ferdinand R. Marcos Jr. has officially appointed Finance Undersecretary Charlito Martin Mendoza as the new Commissioner of the Bureau of Internal Revenue (BIR), replacing Romeo Lumagui Jr., who served the agency for three years.
The Palace confirmed the appointment on Wednesday through Acting Communications Secretary Dave Gomez, who also shared that Mendoza took his oath of office before President Marcos in Malacañang. Gomez, however, did not reveal the reason behind Lumagui’s exit.
Before stepping into his new role, Mendoza served as Undersecretary for the Revenue Operations Group (ROG) at the Department of Finance, where he oversaw the operations of both the BIR and the Bureau of Customs (BOC)—key agencies responsible for meeting the government’s revenue targets.
Mendoza isn’t new to achieving milestones. From 2019 to 2022, he served as District Collector at the Port of Cebu, leading the port to record-breaking collections and major improvements in border protection. Under his watch, the Port of Cebu became the first customs district where the main port and all subports achieved ISO 9001:2015 certification, a global mark of efficiency and quality management.
Before joining government service, Mendoza built a strong foundation in law. He was a founding partner at the Palafox Patriarca Romero and Mendoza Law Firm and also practiced at ACCRALAW and Suarez and Narvasa Law Firm. He has also taught law and served as a Pre-Bar and MCLE lecturer, sharing his expertise with future lawyers.
A proud San Beda University alumnus, Mendoza placed third in the 2004 Philippine Bar Examinations. He also holds a degree in Geodetic Engineering from the University of the Philippines, making him a licensed Geodetic Engineer as well.
