Mayor Isko Presents Suspect In Anti-Corruption Rally Killing

Manila Mayor Isko Moreno Domagoso recently presented to the media a suspect in the fatal stabbing of a 15-year-old boy during the recent anti-corruption rally. The incident occurred along C.M. Recto Avenue corner Quezon Blvd. in Quiapo.

The suspect, identified as 52-year-old Richard Francisco, a watch repairman from Tondo, Manila, voluntarily surrendered to the Barbosa Police Station at 10:00 PM on September 22.

According to Francisco, he confronted a group of young people who were smashing and damaging motorcycles and were about to destroy his stall. In the ensuing confrontation, he stabbed 15-year-old Mark Chustin Serbo, a Grade 10 student from Taguig City. The suspect was quickly identified with the help of CCTV footage.

Mayor Isko praised the Manila Police District for their swift action in resolving the case. He also took to his social media page to express his thoughts on the tragic event.

"It's painful to lose a child, and it's also painful to witness a parent fighting for their child," the Mayor wrote. "The suspect in the killing of a 15-year-old child during the anti-corruption rally voluntarily surrendered to us."

He continued by describing the suspect's perspective, highlighting how a father's struggle to defend his livelihood led to the tragic death of a young life.

"We have resolved this case. The suspect has surrendered and is ready to face the consequences for his actions, which led to the loss of a child's life," he stated.

Mayor Isko concluded his post with a plea to the public. "You are free to express yourselves here in the City of Manila. But as your Mayor, my request is this: do not involve your fellow citizens who are fighting fairly. Do not disturb the lives of people who live peacefully here in Manila."
