MMDA Engages Motorcycle Community In Open Dialogue On Traffic Policies

In a move aimed at fostering collaboration and mutual understanding, the Metropolitan Manila Development Authority (MMDA) recently held a public consultation with key stakeholders from the motorcycle community. The dialogue focused on the implementation of several traffic-related policies, including the No Contact Apprehension Policy (NCAP), dedicated motorcycle and bicycle lanes, and broader traffic regulations.

The consultation, held in partnership with the Department of Transportation (DOTr), Land Transportation Office (LTO), and Angkas, brought together leaders from motorcycle organizations, motorcycle taxi operators, ride-hailing platforms, and transport network vehicle services.

MMDA Chairman Atty. Don Artes, joined by MMDA General Manager Procopio Lipana and Traffic Discipline Office Director for Enforcement Atty. Victor Nuñez, personally addressed the concerns, suggestions, and sentiments raised by rider groups during the event.

“Let’s talk openly and respectfully. We are not your adversaries—we are your partners,” said Chairman Artes. “What we all want is safety, discipline, and a smoother traffic flow for everyone.”

Chairman Artes expressed appreciation for the rider groups’ support of NCAP and emphasized that the agency remains open to feedback, which can be channeled through group leaders. He also presented ongoing traffic improvement interventions being studied along Commonwealth Avenue in Quezon City, which he said would soon be discussed with the DOTr, Quezon City government, and cyclist groups to ensure inclusive planning.

MMDA General Manager Lipana assured participants that the consultation was not a one-time effort. “This is only the beginning. Our collaboration will continue to ensure better road conditions in Metro Manila,” he said.

Angkas co-founder and CEO George Royeca echoed the importance of maintaining open lines of communication. “Continuous dialogue between the MMDA and rider groups is essential. Together, we can help shape policies that are fair, effective, and inclusive,” he noted.

The event marked a significant step toward improving cooperation between authorities and the riding public, reinforcing that successful traffic management is a shared responsibility.
