More Teachers, Better Learning: Education Secretary Sonny Angara Confirms 20,000 New Teaching Positions For All Regions

Education Secretary Sonny Angara has assured the public that all schools across the country will benefit from the recent approval of 20,000 new teaching positions—an initiative aligned with President Ferdinand “Bongbong” Marcos Jr.’s vision to expand and strengthen the Philippine education system.
Secretary Angara announced that the Department of Budget and Management (DBM) has officially approved funding for the creation of these positions. This move is expected to significantly improve the quality of education by easing the workload of existing teachers and enhancing the delivery of learning in classrooms nationwide.
“These 20,000 new teaching items mean 20,000 new opportunities to reach more learners, reduce the burden on our current teachers, and deliver better education services on the ground,” said Secretary Angara. “This isn’t just about numbers. What matters is that more individuals with heart and passion will be able to serve Filipino children.”
The positions will be distributed across all regions based on updated school directories, enrollment data, and validated teacher shortages. Region IV-A will receive the highest allocation with 2,655 positions, followed by Region III with 2,152, and Region VII with 1,774. The roles include Teacher I, Special Needs Education Teacher (SNET), and Special Science Teacher I.
The rollout of these teaching positions comes at a time when the Department of Education (DepEd) is actively accelerating teacher deployment. From August 2024 to April 2025, DepEd has successfully reduced the number of unfilled teaching posts from 72,964 to 38,862—raising the national filling rate to 96.03%, a notable improvement from 94.78% in 2022.
To streamline the hiring process, DBM Regional Offices are now directly issuing Notices of Organization, Staffing, and Classification Action (NOSCAs) to Schools Division Offices (SDOs) and Implementing Units (IUs). This change ensures faster appointments for teaching positions in Kindergarten, Elementary, Junior High School, and Senior High School, based on the existing Comparative Assessment Result – Registry of Qualified Applicants (CAR-RQA).
“Every unfilled teaching post is a missed opportunity for our learners,” Angara emphasized. “We are working not just to speed up hiring but to make teacher deployment smarter and more efficient.”
These efforts are part of a broader reform agenda aimed at improving both the well-being and professional development of teachers. Key reforms include increasing the annual Teaching Allowance to ₱10,000, simplifying workload policies and administrative forms, and expanding opportunities for promotion through an enhanced Career Progression System.
With the approval and deployment of the 20,000 new positions, the Department of Education is set to usher in a stronger teacher presence, better learning outcomes, and a more equitable education system for School Year 2025–2026.
