A major step toward strengthening the Philippines' national security has officially been taken. On September 11, 2025, the Reciprocal Access Agreement (RAA) between the Philippines and Japan entered into force, a move that will allow for closer military collaboration.
The agreement, which has been in the works for a while, is a big deal for both nations. It essentially streamlines the process for the Japanese Self-Defense Forces and the Armed Forces of the Philippines to conduct joint training exercises, disaster relief operations, and other cooperative activities in each other's territory. This marks a significant evolution in their relationship, which has grown from a post-war reconciliation to a robust strategic partnership.
The Department of National Defense (DND) noted that the RAA will "provide the much-needed leverage for the advancement of our national interests." This is particularly important given the complex security landscape in the region. The agreement will not only enhance the Philippines' deterrence capabilities but also improve the interoperability between the two countries' armed forces.
This landmark pact was made possible by the unwavering support of Philippine President Ferdinand R. Marcos, Jr., the Philippine Senate, and the Japanese government. It lays the groundwork for more streamlined and frequent interactions, solidifying a shared commitment to regional stability and a rules-based international order. The RAA is a testament to the strong ties, shared values, and common purpose that bind the two countries together.
