Paid 'Protest' At Mendiola: DILG Says Riot Was An Organized Attack, Not A Legitimate Rally

MANILA—The violent September 21 incident at Mendiola was not a legitimate protest but a paid, organized attack with the intent to destabilize the government, according to the Department of the Interior and Local Government (DILG).

In a recent media interview, DILG Secretary Jonvic Remulla shared that the chaos, which included minors, was orchestrated by an organized group that allegedly paid participants to incite violence.

Remulla revealed that children as young as 11 were recruited from the Quiapo area and paid ₱3,000 each to participate. "It looks like an organized group," he said, adding, "They paid the children ₱3,000 each. We even have videos of them showing off their money on social media."

According to the DILG chief, initial findings show the group's instructions were shockingly simple: "If you can reach the palace, burn it down."

Remulla clarified that the incident was not a political or cause-driven rally, but a paid disturbance with no clear ideological basis. "They aren't cause-oriented; they're money-oriented," he stated.

As the investigation continues, 217 individuals are under scrutiny, including 95 minors. Remulla confirmed that testimonies, social media videos, and photos are being reviewed to identify the organizers and financiers of the riot.

While several names have surfaced, no charges have been filed yet. "No one is exempt from being investigated," Remulla said. "We need a solid case build-up before we can prosecute."

Possible charges against those involved include arson, destruction of property, inciting to sedition, and sedition. Remulla noted that police officers were injured and attacked with tear gas, fireworks, and water reportedly sourced from canals, while police only used smoke grenades for dispersal. "You really feel for our police... They were being doused with water from a canal," he said. "They [rioters] brought the tear gas themselves."

The Secretary warned the public about future attempts to infiltrate legitimate rallies. "When there's a protest again, they might try to get in again," he said, adding that the goal is to "build support while they burn government facilities."

Remulla concluded by emphasizing the Marcos administration's commitment to due process and the rule of law. "We are a nation of laws, not of men," he said, citing President Marcos. "We can't just point fingers." He added, "We have a very liberal democracy, but we have to maintain its stability."

The DILG is working with law enforcement and the Department of Justice on the ongoing investigation.
