President Ferdinand Marcos Jr. on Monday announced that funds from the cancelled flood control projects in 2026 will be redirected to priority sectors, including education, health, agriculture, housing, infrastructure, ICT, labor, social services, and energy.
In a Palace briefing, the President said a clear spending “menu” has been drawn up to guide lawmakers in reallocating the budget.
“Since we have cancelled all flood control projects for 2026, those savings already have a menu so that, even as the budget is being written now, it is clear where the funds should go,” Marcos explained.
He emphasized that the menu will serve as a reference for legislators when making budget insertions or adjustments. “All changes can only be made to the benefit of these agencies,” he added.
Marcos said the move is part of efforts to promote transparency and accountability in the use of public funds, following recent revelations of irregularities in infrastructure spending.
The President also clarified that while no new funds will be set aside for flood control projects in 2026, the ₱350 billion already allocated for 2025 must first be fully utilized.
The realignment comes after Marcos created the Independent Commission for Infrastructure (ICI) to investigate anomalies in flood control projects undertaken over the past decade.
