The Philippine Contractors Accreditation Board (PCAB) has revoked the licenses of nine construction companies owned or linked to contractor Sarah Discaya, according to a resolution released by the agency.

Among those affected are St. Gerrard Construction Gen. Contractor and Development Corporation, Alpha and Omega Gen. Contractor and Development Corporation, St. Timothy Construction Corporation, Amethyst Horizon Builders and Gen. Contractor and Development Corporation, St. Matthew General Contractor and Development Corporation, Great Pacific Builders and General Contractor, Inc., YPR General Contractor and Construction Supply, Inc., Way Maker OPC, and Elite General Contractor and Development Corporation.

The PCAB website shows that the licenses of these firms were formally withdrawn as of September 1.

But the lawyer representing Discaya has questioned the legality of the move, emphasizing that the revocation should have followed proper procedure. “Kasi dapat may due process ‘yan. Hindi basta-basta nire-revoke. Surreptitiously, may problema po tayo sa due process. Lahat po dapat dumaan tayo sa due process. Dahil nakikiright on ka lang sa issue, swift po yung action natin. Hindi po ganun. May tinatawag po tayo due process,” he stressed.

The case not only highlights questions of regulatory compliance in the construction sector but also underscores the importance of balancing swift government action with the constitutional guarantee of due process.
