PCG Responds To Rep. Barzaga's Remarks: 'We Operate With Integrity And Accountability'

The Philippine Coast Guard (PCG) has released a statement defending its personnel after recent comments made by Cavite Congressman Francisco “Kiko” Austria Barzaga Jr., saying his remarks were unfair to the dedicated men and women of the service.

In an official statement issued on October 29, 2025, PCG Spokesperson Captain Noemie Cayabyab reaffirmed that the Coast Guard remains a professional, disciplined, and accountable government agency that operates with full transparency and under civilian oversight.

“The Command remains open to dialogue with Congressman Barzaga and all stakeholders in Congress to clarify misconceptions and strengthen cooperation toward maritime security and safety,” Captain Cayabyab said.

She emphasized that while the Coast Guard welcomes public scrutiny, any credible allegations of misconduct will be investigated with due process.

Captain Cayabyab also clarified that the PCG and the PCG Auxiliary (PCGA) are entirely separate entities — the latter composed of civilian volunteers who assist in humanitarian and community missions.

“PCGA members are not active-duty PCG officers, and their honorary ranks do not confer authority or compensation,” she explained.

Reiterating the agency’s commitment to public service, Cayabyab added, “The PCG will continue to fulfill its mandates with integrity, courage, and selfless commitment to the Filipino people by protecting lives and upholding the rule of law at sea.”

The statement underscores the PCG’s stance on accountability and professionalism amid growing public and political scrutiny of maritime operations.
