PH, Germany Take Defense Ties To The Next Level With New Agreement In Berlin

Berlin, Germany – It’s official: the Philippines and Germany are stepping up their defense game together.

On May 14, 2025, Defense Secretary Gilberto C. Teodoro, Jr. and German Federal Defense Minister Boris Pistorius signed a landmark Arrangement on Defense Cooperation in Berlin — a major follow-up to last year’s 70th anniversary of diplomatic relations between the two nations.

This signing didn’t just happen out of the blue. It’s actually the next chapter in a partnership that’s been building for decades. Back in August 2024, Pistorius visited Manila and had serious talks with Teodoro. Both agreed it was time to expand their defense ties — a move perfectly in line with President Ferdinand Marcos Jr.’s push for stronger international partnerships.

Now, with this new Arrangement, the two countries are looking beyond just military training. They’re talking bigger: cyber security, defense armaments, logistics, and even working together in United Nations peacekeeping operations.

For context, the Philippines and Germany go way back when it comes to military cooperation. In fact, they’ve had an Administrative Agreement in place since 1974 that allowed AFP personnel to train in Germany — one of the Philippines’ longest-running defense partnerships with any country. This new deal builds on that solid foundation and updates it for today’s global security challenges.

What’s next? Right after the signing, Teodoro and Pistorius got down to business with the 3rd Philippines-Germany Security and Defense Staff Talks. It’s all about laying out concrete joint activities and figuring out how to implement them over the coming year.

Secretary Teodoro’s Berlin trip also served another important purpose. He attended the UN Peacekeeping Ministerial Meeting, where he reaffirmed the Philippines’ commitment to global peace and security. As a founding member of the UN and an active troop contributor, the country is also gunning for a non-permanent seat at the UN Security Council — and Teodoro made it clear: the Philippines is ready to help address global threats head-on.

So, from cyber defense to peacekeeping missions, this new agreement signals a new era in PH-Germany defense relations — one that’s future-ready and rooted in decades of trust.
