PhilGEPS Cancels Memberships Of Firms Linked To Anomalous Flood Control Projects

The government is taking a firm stand against contractors involved in questionable flood control projects.
Following the directive of President Ferdinand "Bongbong" Marcos Jr., the Department of Budget and Management (DBM) has begun to blacklist companies found to have a hand in anomalous flood control projects. The Procurement Service - DBM (PS-DBM) has already canceled the Philippine Government Electronic Procurement System (PhilGEPS) membership of nine firms connected to a certain Ms. Sarah Discaya.
Budget and Management Secretary Amenah Pangandaman said the PS-DBM is on high alert and will cancel the PhilGEPS memberships of other contractors—including Wawao Builders and SYMS Construction Trading—as soon as the Department of Public Works and Highways (DPWH) issues an official blacklisting order.
"As you may recall, the President ordered to blacklist contractors involved in anomalous flood control projects," Pangandaman said. "It's stated in the New Government Procurement Act that the implementing agency has the authority to blacklist its contractors. This is clear, there is a process. And we, at the PS-DBM, are ready to cancel the memberships of these companies on PhilGEPS so they can no longer join government procurement activities."
Under the New Government Procurement Act (NGPA), a blacklisting order from an implementing agency gives the DBM the authority to cancel a company's PhilGEPS membership. This action removes the blacklisted company's information from the PhilGEPS registry, effectively barring them from participating in any government procurement projects.
This move comes after DPWH Secretary Vince Dizon personally inspected several large-scale flood control projects and found them to be of low quality, despite being funded by taxpayer money. The DPWH has since declared the contractors behind these projects to be disqualified from future government work.
As the investigation continues, the PS-DBM, under the leadership of Executive Director Genmaries "Gen" Entredicho-Caong, is standing firm on its commitment to integrity. "We at PS-DBM are well aware of our responsibility to assist other government agencies and personnel in ensuring there is no corruption, especially in public procurement," said ED Gen.
Recently, Secretary Pangandaman also met with Secretary Dizon to comprehensively review the DPWH's proposed budget for 2026. This collaboration is a testament to the government's aim of restoring public trust, a goal fully supported by the PS-DBM.
