'Puppet Ang ICI': Disaster Survivors Storm Commission HQ Over Flood Scandal

Disaster survivors and progressive groups led by the People Surge National Alliance of Disaster Survivors gathered outside the Independent Commission for Infrastructure (ICI) headquarters in Taguig City on Friday, October 24, to demand accountability for alleged irregularities in government flood-control and infrastructure projects.
Chanting slogans and holding placards reading “ICI, itigil ang cover-up! Imbestigahan lahat!” the protesters accused the commission of shielding officials and contractors involved in corruption scandals.
“Puppet ang ICI!” the groups shouted, criticizing what they described as the commission’s failure to hold powerful figures accountable.
People Surge, representing thousands of disaster-hit families, said they will not stop until those responsible for substandard and allegedly overpriced projects face justice.
“Survivors deserve real justice, not whitewashing,” a spokesperson said, urging the ICI to pursue charges against all officials, regardless of position or influence.
The group also linked corruption in infrastructure to the worsening impact of floods on vulnerable communities, calling for transparency and stronger oversight to ensure safety in future public works.
