Recto Forms Task Force To Boost Investments, Cut Red Tape Through Digital Solutions

Finance Secretary Ralph G. Recto is taking a digital-first approach to improve the Philippines’ investment climate, announcing the creation of a multi-sectoral working group that will use technology to tackle tax and non-tax issues affecting businesses.

The group, to be led by the Department of Finance (DOF) with participation from private sector partners, aims to simplify processes, strengthen investor confidence, and ultimately create more jobs for Filipinos.

Recto issued the directive during a dialogue with the Makati Business Club (MBC) on October 14, 2025, where he met with top business leaders to discuss key policy reforms and hear firsthand the challenges faced by investors.

“Digital transformation is the fastest way to remove bottlenecks in government transactions,” Recto said. “By partnering with the private sector, we can build smarter systems that make it easier to do business in the Philippines.”

Among the companies represented at the dialogue were Mondelez Philippines, Unilever, SGV & Co., PepsiCo Philippines, the American Chamber of Commerce of the Philippines (AmCham), Texas Instruments, and Shopee.

The meeting also included MBC Trustee Cosette Canilao and Australian Embassy Economic Counselor Luke Villiers, showing broad support for the DOF’s reform agenda.

Recto was joined by his key officials, including Undersecretaries Maria Luwalhati Dorotan Tiuseco, Catherine Fong, Rolando Tungpalan, and Charlito Mendoza, along with Assistant Secretary Euvimil Asuncion.

The DOF said the newly formed working group will focus on developing digital tools to streamline tax compliance, improve transparency, and enhance coordination among government agencies — steps seen as vital to attracting new investments.

With the Marcos administration focused on revitalizing the economy, Recto’s initiative signals a stronger collaboration between government and business leaders to modernize systems and make the Philippines a more competitive destination for investors.
