MANILA, Philippines — The controversy surrounding government flood control projects deepened after Ombudsman Jesus Crispin “Boying” Remulla alleged that business couple Sarah and Curlee Discaya were protecting Senator Bong Go by refusing to clarify details of their joint venture with CLTG Builders in Davao City.

“Meron silang pinoprotektahan… si Senator Bong Go,” Remulla said, referring to the Discayas’ decision to withhold information about an estimated ₱800-million joint venture deal involving several contracts signed around 2016 to 2017.

According to the Ombudsman, the transactions may constitute a “prohibited interest” under the law and could fall under a potential conflict-of-interest case.
“It’s a prohibited interest… It’s a conflict of interest case kaya hindi dapat ‘yan nangyari,” he stressed.

Remulla made the remarks after the Discayas, who were earlier linked to questionable flood control projects, reportedly stopped cooperating with investigative bodies. Their company was said to have partnered with CLTG Builders — a firm that has long been associated with projects in Davao City.

DPWH, Ombudsman Reviewing Records

Public Works Secretary Vince Dizon confirmed that his department is already coordinating with the Office of the Ombudsman to review past infrastructure contracts.

“Nag-usap na kami ni Ombudsman Remulla kagabi about this — we’re already working to look at the documents from the previous administration from 2016 to 2025, so wala tayong sisinuhin dito,” Dizon said, assuring that the review will be impartial and comprehensive.

The Department of Public Works and Highways (DPWH) has been tasked to trace the paper trail of flood control contracts approved over multiple administrations, as both agencies vowed transparency in their probe.

Bong Go Denies Involvement

Senator Bong Go has denied any wrongdoing, insisting he has nothing to do with the alleged anomalies in flood control projects.

“I am one with the Filipino people in this crusade against corruption. Tumbukin dapat ang mastermind sa flood control projects anomaly, huwag ilihis dahil kawawa ang taumbayan. Huwag po tayong pumayag na lokohin nila ang Pilipino,” Go said in a statement.

He called on investigators to focus on uncovering the “real masterminds” rather than spreading baseless accusations.

Probe Widens Amid Calls for Accountability

The allegations have reignited public debate on transparency and accountability in infrastructure spending.

Both the Ombudsman and DPWH have vowed to pursue all leads, saying no one will be spared regardless of political ties.
