Royina Garma Departs PH Again

PASAY CITY, Philippines – The Bureau of Immigration (BI) has confirmed the departure of Royina Marzan Garma, a person of interest in two separate cases, on the evening of September 7, 2025.
In a report submitted to the Department of Justice (DOJ), the BI stated that Garma boarded a commercial flight bound for Kuala Lumpur, Malaysia, as a tourist from the Ninoy Aquino International Airport Terminal 3 at approximately 10:43 PM.
Garma is the subject of an Immigration Lookout Bulletin Order (ILBO) dated November 15, 2024, in connection with her being a person of interest in a case from 2020 and another from 2016.
An ILBO, a directive issued by the DOJ, instructs immigration officers to monitor the movements of an individual and report any planned travel. It is distinct from a Hold Departure Order (HDO), which is a judicial order that legally prevents a person from leaving the country.
The BI’s report noted that upon verification, there was no existing hold departure order or warrant of arrest issued against Garma, which would have legally prevented her from leaving the Philippines.
In compliance with the procedure stipulated in the ILBO, the BI reported her departure to the DOJ, confirming that all protocols were followed.
