Samar Declares State Of Emergency Over San Juanico Bridge Woes: What's Happening?

Samar, Philippines — Things just got a little more serious in the province of Samar. On May 20, 2025, the Sangguniang Panlalawigan officially declared a state of emergency through Resolution No. 17-1144-25, and it’s all because of the ongoing rehabilitation of the iconic San Juanico Bridge.

So what’s the deal?

The Department of Public Works and Highways (DPWH) recently slapped a 3-ton weight limit on all vehicles crossing the bridge. That’s a major issue—San Juanico isn’t just any bridge; it’s the main artery connecting Samar and Leyte. And now, it’s causing big-time disruptions in transportation, logistics, and local economies.

Why the State of Emergency?

Let’s break it down:

• Businesses are hurting — According to the Department of Trade and Industry, over 50% of local businesses are expected to feel the pinch. With heavier vehicles banned, delivering goods has become a logistical nightmare.

• Prices are expected to rise — Think fuel, fare, and even basic goods. Limited transport means longer routes and higher delivery costs, which usually trickle down to everyday folks.

• Supply chains are in trouble — Samar relies heavily on that bridge. With it partially out of commission, getting essential goods to where they’re needed is becoming a major challenge.

What’s the Province Doing?

Local leaders aren’t sitting back. The Provincial Disaster Risk Reduction and Management Council jumped into action and recommended the state of emergency to help fast-track funding and support for the affected areas.

This declaration gives Samar more power to:

• Mobilize resources quickly

• Call on national government agencies like the Philippine Ports Authority and DPWH for urgent assistance

• Explore alternative routes for essential deliveries

What Happens Next?

Officials are now urging cities like Tacloban and relevant national agencies to step in and help. From improving alternative transport routes to ensuring the steady flow of goods, the next few weeks will be crucial.

The province is also making sure that every LGU is looped in—from mayors to planning officers—so responses can be swift and coordinated.

Bottom Line

With one of the country’s most important bridges undergoing major rehab, Samar is bracing for impact—and doing everything it can to protect its people and economy. The state of emergency isn’t just a label—it’s a call for action, cooperation, and speedy solutions.
