Senate Resumes Probe Into Ghost Projects, Flood Control Anomalies

MANILA, Philippines — The Senate Blue Ribbon Committee reopened its inquiry on Monday, September 1, 2025, into alleged ghost projects and questionable budget insertions involving government agencies, with a particular focus on the Department of Public Works and Highways (DPWH) and the Department of Budget and Management (DBM).

The committee also called on other institutions — including the Bureau of Internal Revenue (BIR), the Anti-Money Laundering Council (AMLC), and the Commission on Audit (COA) — to lend their expertise in examining contractor accreditation, identifying possible conflicts of interest, and tracing financial flows that may point to corrupt practices.

The resumption of the hearings came as senators turned their attention once more to flood control projects, long criticized as a breeding ground for wasteful spending and irregularities. During the plenary session, lawmakers interpellated Senator Panfilo “Ping” Lacson, who recently delivered a privilege speech detailing what he described as systemic corruption surrounding the implementation of these projects.

The discussion underscored the Senate’s growing concern over the scale and persistence of anomalies in infrastructure spending, with legislators pushing for greater accountability and transparency from both DPWH and DBM.
