Senior Citizens Partylist Seeks Transparency, Inclusive Planning In Flood Control Efforts

Senior Citizens Partylist Representative Rodolfo “Ompong” Ordanes is urging the government to make flood control programs more transparent and inclusive, stressing that vulnerable groups—particularly the elderly—must be part of the planning process.

“As part of society’s vulnerable sector, we would like to get involved since the lives of our seniors are at risk during flooding and other calamities,” Ordanes said, highlighting the need for accountability, citizen participation, and disaster planning that prioritizes those most at risk.

The lawmaker raised concern over persistent flooding across Metro Manila and other low-lying areas despite the billions of pesos invested in flood control projects. “Flood control is a national priority, yet questions continue to hound certain projects. We cannot afford inefficiencies or wastage when people’s lives and safety are at stake,” he added.

Ordanes underscored that senior citizens are often the hardest hit when disasters strike. Many have mobility limitations, live in high-risk areas, and require urgent medical support during emergencies. For this reason, he said it is only fair that they are consulted in crafting solutions.

Welcoming the initiatives of President Ferdinand Marcos Jr. and House Speaker Martin Romualdez to investigate irregularities in flood control spending, Ordanes called for reforms that go beyond probes. He proposed stronger oversight, citizen monitoring, and direct involvement of vulnerable groups in disaster risk planning.

“We support the leadership’s move to get to the bottom of these issues. At the same time, we propose stronger oversight, citizen monitoring, and direct involvement of vulnerable groups in disaster planning. That way, projects will not only be technically sound but also socially responsive,” he said.

The Senior Citizens Partylist further urged government agencies to adopt a multi-sectoral approach—pairing infrastructure solutions with community preparedness programs, climate resilience strategies, and senior-friendly evacuation and relief systems.

“Every peso spent on flood control must translate into real protection for our people,” Ordanes emphasized.
