Tropical Depression 'Isang' Slows As It Crosses Quirino Province

Tropical Depression Isang has slightly decelerated while continuing its passage across Quirino Province, according to the latest tropical cyclone bulletin issued by PAGASA at 5:00 PM on August 22, 2025.
As of 4:00 PM, the center of Isang was located in the vicinity of Aglipay, Quirino, based on available observations including data from the Baler Doppler Weather Radar. The weather system was packing maximum sustained winds of 55 kilometers per hour near the center, with gusts of up to 90 kilometers per hour and a central pressure of 1002 hPa. It has been moving west-northwestward at a speed of 15 kilometers per hour.
Tropical Cyclone Wind Signal No. 1 remains raised over several provinces in Northern and Central Luzon. Among the areas affected are Cagayan, Isabela, Quirino, Nueva Vizcaya, and parts of the Cordillera Administrative Region and Ilocos provinces, including Abra, Benguet, Mountain Province, Ilocos Norte, and Ilocos Sur. Aurora and the northern portion of Nueva Ecija are also under the same signal. Winds in these areas may reach between 39 and 61 kilometers per hour within the next 36 hours, which could result in minimal to minor threats to life and property.
Although Isang is bringing rains to Northern Luzon, its interaction with the Southwest Monsoon is expected to extend the impact to other regions. Today, strong winds and rains are likely in Zambales, Bataan, Metro Manila, CALABARZON, MIMAROPA, the Bicol Region, Western Visayas, Central Visayas, and parts of Northern Mindanao including Surigao, Southern Leyte, Dinagat Islands, and Camiguin. By tomorrow, Batanes, Cagayan, the Ilocos Region, and much of Central and Southern Luzon, including Palawan, are forecast to experience stronger monsoon conditions. On Sunday, the Kalayaan Islands may also feel its effects.
No gale warning has been raised as of this time, but rough sea conditions are expected over the seaboards of Batanes and Cagayan, with waves reaching up to three meters. Moderate seas will prevail along the coasts of Isabela, Ilocos Norte, Ilocos Sur, Aurora, Zambales, and parts of Occidental Mindoro. Small fishing vessels and motorbancas are advised to avoid sailing under these conditions, particularly if ill-equipped.
According to PAGASA, Isang will continue to move across Northern Luzon before emerging over the West Philippine Sea later this evening. It is forecast to strengthen into a tropical storm by tomorrow morning and may intensify further into a severe tropical storm as it approaches the waters south of Hainan, China. A faster intensification once it reaches the West Philippine Sea also remains possible.
The public is urged to remain vigilant, particularly in flood- and landslide-prone areas, and to monitor local government advisories and instructions. PAGASA continues to issue regular updates and regional rainfall advisories through its service divisions.
