Tropical Depression Mirasol Forms; Moves Toward Luzon

A new weather disturbance, Tropical Depression Mirasol, has developed east of Quezon province, prompting a Tropical Cyclone Bulletin from DOST-PAGASA. The weather bureau issued the bulletin at 5:00 PM today, September 16, 2025.
As of 4:00 PM, the center of Tropical Depression Mirasol was located approximately 210 km East Northeast of Infanta, Quezon. It has maximum sustained winds of 55 km/h and gusts up to 70 km/h, and is moving Northwestward at 25 km/h. Its strong winds extend up to 180 km from the center.
In response to the developing situation, Tropical Cyclone Wind Signal (TCWS) No. 1 has been raised over several parts of Luzon. This signal warns of strong winds with speeds ranging from 39 to 61 km/h within the next 36 hours, posing a minimal to minor threat to life and property. The areas under TCWS No. 1 include Batanes, Cagayan (including Babuyan Islands), Isabela, Quirino, and portions of Nueva Vizcaya, Aurora, Apayao, Kalinga, Abra, Mountain Province, Ifugao, Ilocos Norte, Polillo Islands, and parts of Camarines Norte, Camarines Sur, and Catanduanes.
Residents in these areas are advised to prepare for potential impacts. Additional heavy rainfall is expected, and the public is urged to monitor the Heavy Rainfall Outlook in the latest Weather Advisory.
PAGASA also noted that the Southwest Monsoon will bring strong to gale-force gusts, especially in coastal and upland areas. This will affect Southern Quezon, Marinduque, Romblon, Southern Mindoro, and Panay Island tomorrow, and will extend to other areas on Thursday.
The weather bureau forecasts that Mirasol will continue its northwestward path and may make landfall in Isabela or northern Aurora by tomorrow morning. However, there's a possibility of a more northward movement, which would keep the cyclone over the coastal waters of Northern and Central Luzon. Mirasol is expected to exit the Philippine Area of Responsibility on Thursday, where it is forecast to intensify into a tropical storm.
The public and local disaster risk reduction and management offices are urged to take all necessary precautions to ensure safety. Residents in high-risk areas should be ready to follow evacuation orders from local officials.
