The storm is expected to exit the Philippine Area of Responsibility (PAR) tomorrow morning, October 4.

Wind Signals and Coastal Threats
Authorities have raised Tropical Cyclone Wind Signals (TCWS) across parts of Northern Luzon, warning residents to prepare for damaging winds and dangerous sea conditions.
TCWS No. 3 is in effect for the western portion of Ilocos Sur and the northwestern portion of La Union. These areas should expect storm-force winds of 89 to 117 km/h, posing a moderate to significant threat to life and property.
TCWS No. 2 covers a wider swathe, including the southern portion of Ilocos Norte, the rest of Ilocos Sur and La Union, northern Pangasinan, Abra, and western sections of the Cordillera Administrative Region. Gale-force winds (62 to 88 km/h) are anticipated here, with minor to moderate impacts possible.
TCWS No. 1 extends over the rest of Ilocos Norte, the rest of Pangasinan, Apayao, the rest of Kalinga, the rest of Mountain Province, the rest of Ifugao, the southern portion of Batanes, mainland Cagayan including Babuyan Islands, Isabela, Quirino, the rest of Nueva Vizcaya, Zambales, Tarlac, Pampanga, Nueva Ecija, Bulacan, Aurora, and the northern portion of Quezon including Polillo Islands. Strong winds (39 to 61 km/h) are expected.
The outer rain bands of "Paolo" will also bring strong to gale-force gusts tonight to areas not under a signal, including Bataan, Metro Manila, CALABARZON, Bicol Region, Panay Island, Occidental and Oriental Mindoro, Northern Samar, and Eastern Samar.
A minimal to moderate storm surge with peak heights of 1.0 to 2.0 meters is forecast within 12 hours over the low-lying coastal localities of Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Zambales, Cagayan, Isabela, and Aurora.
Maritime Warning
Sea travel remains extremely hazardous. A Gale Warning is in effect over the seaboards of Northern Luzon and the eastern seaboard of Central Luzon.
Mariners are strongly advised to stay in port or seek shelter immediately as very rough to rough seas are expected. Seas up to 6.0 meters are forecast off the seaboard of Ilocos Sur, with conditions remaining dangerous for all types of vessels across the affected northern waters.
The public, particularly those in high-risk areas, is urged to take all necessary precautionary measures and follow evacuation instructions from local officials. Heavy rainfall advisories should be monitored through local PAGASA Regional Services Divisions.
