The weather bureau has issued its 24-hour public forecast as of 4:00 PM today, July 21, 2025, highlighting the continuing influence of the Southwest Monsoon and two low pressure areas over Philippine waters.
At 3:00 PM, a low pressure area was located about 1,220 kilometers east of southeastern Luzon, while another was estimated closer to the country at around 405 kilometers east of Calayan, Cagayan. Both weather systems, along with the prevailing monsoon, are expected to bring rains over large parts of the country through tomorrow.
Monsoon rains are forecast to persist over Metro Manila, CALABARZON, Zambales, Bataan, Pampanga, Bulacan, and Occidental Mindoro. These areas should remain alert for possible flooding and landslides as moderate to heavy rains, occasionally intense, are expected. In the Ilocos Region, Benguet, Tarlac, Marinduque, and Oriental Mindoro, occasional rains brought by the monsoon may also lead to localized flooding and landslide risks.
Meanwhile, in Cagayan Valley, the trough of one of the low pressure areas will bring cloudy skies with scattered rains and thunderstorms. Residents are advised to watch for flash floods and landslides as rain intensity may at times become heavy. Similar conditions are forecast across the Visayas, the rest of Luzon, and parts of Mindanao including the Zamboanga Peninsula, Caraga, Northern Mindanao, and the Davao Region, also under the influence of the monsoon. The rest of Mindanao can expect partly cloudy to cloudy skies with isolated rain showers or thunderstorms, which could still bring flash floods or landslides during severe storms.
Winds and coastal waters will also reflect the impact of the monsoon. Moderate to strong southwesterly to southerly winds will prevail over the western section of Luzon, making seas moderate to rough, with waves reaching up to 3.1 meters. The eastern seaboard of northern Luzon, as well as the rest of Luzon and Visayas, will have moderate southwesterly winds and moderate seas. In Mindanao, winds will be lighter, coming from the south to southwest, with slight to moderate seas.
Given these conditions, residents, particularly in flood-prone and landslide-prone areas, are encouraged to remain vigilant and monitor official advisories for any updates on weather warnings.
