Weathering The Storm: Road Closures And Limited Access Amid Monsoon And Tropical Cyclones As Of July 28, 2025

As of 6:00 AM on July 28, 2025, the combined effects of the southwest monsoon and the recent passage of Tropical Cyclone “Crising,” “Dante,” and Tropical Storm “Emong” continue to impact road accessibility across several regions of the Philippines. The Department of Public Works and Highways (DPWH) has reported multiple closures and partial disruptions on national road sections due to flooding, collapsed roadways, soil erosion, and debris accumulation.
A total of six national road sections remain fully closed to traffic. These closures are spread across the Cordillera Administrative Region (CAR), Region III, and Region IV-A. In CAR, key sections of Kennon Road in Sitio Camp 6, Tuba, Benguet, and a stretch of the Talubin-Barlig-Natonin-Paracelis-Calaccad Road in Barlig, Mountain Province are impassable. Central Luzon is also affected, with closures in Pampanga along the Baliwag-Candaba-Santa Ana Road and the Candaba-San Miguel Road. In the CALABARZON region, Diokno Highway in Calaca, Batangas, and the Talisay-Laurel-Agoncillo Road in Laurel, Batangas are similarly shut down.
In addition to these full closures, sixteen national road sections are currently under limited access. These include sections in the Cordillera Administrative Region, Region I, Region III, Negros Island Region (NIR), and Region IX. Disruptions are due to a range of hazards, including road cuts, washed-out detour roads and bridges, road slips, and persistent flooding. Notable among these are affected stretches in Dagupan City, Pangasinan; Macabebe and Minalin in Pampanga; Bais City in Negros Oriental; and Zamboanga del Norte’s Sibuco-Limpapa section.
Despite the widespread disruption, authorities confirm that all other national roads and bridges in the affected regions remain passable to all types of vehicles. The DPWH continues to monitor and respond to the situation, clearing debris and assessing infrastructure conditions as weather conditions evolve.
Motorists are advised to remain updated through official channels and exercise caution while traveling in areas where road conditions may rapidly change due to persistent rains and localized flooding.
