Rising Water Levels And Persistent Rains Prompt Flood Watch In Metro Manila And Nearby Areas

Issued at 6:00 PM on July 21, 2025, this advisory remains in effect through 6:00 AM of July 22 as moderate to heavy rains are expected to continue overnight. At 3:00 PM earlier today, two low-pressure areas were monitored—one located about 1,220 kilometers east of southeastern Luzon, and another closer at approximately 405 kilometers east of Calayan, Cagayan. The southwest monsoon continues to influence weather across much of the country, enhancing rainfall particularly over Luzon.
The Upper Wawa Dam’s elevation as of 5:00 PM has risen to 135.69 meters, exceeding its overflow level. Over the past 12 hours, the basin experienced moderate rains, with forecasts indicating a likelihood of moderate to heavy rains in the next 12 hours. These conditions heighten the risk of flooding, especially along major watercourses in and around the Marikina and Laguna de Bay river basins. Rivers that may be affected include the Upper and Lower Marikina River, the Pasig and San Juan Rivers, and a number of tributaries draining toward Laguna de Bay such as the Pagsanjan, Tanay, Morong, San Isidro, Biñan, and other smaller rivers and creeks in Rizal and Laguna.
The La Mesa Dam has also reached a critical stage. According to the 4:00 PM hydrological situationer, the dam’s water level as of 3:00 PM stood at 80.16 meters and has already begun overflowing. Water from the La Mesa Dam is expected to impact low-lying communities along the Tullahan River, covering areas of Quezon City, Valenzuela, Caloocan, Malabon, and Navotas. Residents in these and nearby areas, particularly those living near riverbanks, are urged to remain alert for possible flooding as water levels rise.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) continues to closely monitor the hydrological and weather situation and will issue updates to relevant agencies and local government units as conditions evolve overnight.
