Senate Halts Presentation Of Impeachment Articles Against VP Duterte Amid Procedural Shift

Senate President Francis “Chiz” Escudero has officially informed Speaker of the House Ferdinand Martin Romualdez that the scheduled presentation of the Articles of Impeachment against Vice President Sara Duterte, originally set for Wednesday, June 11, 2025, has been cancelled. This development follows key procedural actions taken by the Senate sitting as an impeachment court.

In a formal letter dated June 10, Escudero explained that the presentation had been rendered “moot” after the Senate formally received the verified impeachment complaint and issued a writ of summons to the Vice President. With these steps completed, the need for the previously planned presentation before the chamber no longer stood.

"With the issuance of the writ of summons to the Vice-President, the putative presentation of the Articles of Impeachment... has been rendered moot and is thereby cancelled," Escudero stated in the letter.

This announcement comes on the heels of a significant decision by the Senate, voting 18–5 to return the Articles of Impeachment to the House of Representatives. The impeachment court, however, emphasized that this action does not amount to a dismissal or termination of the case. Rather, it signals a procedural clarification—prompting the House to confirm its continued intent to prosecute the complaint and its compliance with constitutional provisions, particularly the one-year bar on multiple impeachment complaints against the same official.

Among the 18 senators who voted in favor of remanding the Articles back to the House were Senators Ronald “Bato” dela Rosa, Bong Go, Imee Marcos, Cynthia Villar, and Loren Legarda. Only five senators opposed the move: Senators Koko Pimentel, Risa Hontiveros, Nancy Binay, Win Gatchalian, and Grace Poe.

The Senate’s impeachment court adjourned at 9:39 p.m. on June 10, with the next session date yet to be set by the Presiding Officer. Escudero reiterated that the process remains active and ongoing, pending further clarification and formal response from the House.

As the impeachment proceedings move forward, all eyes now turn back to the House of Representatives to see how it responds to the Senate’s directive—and whether it is prepared to re-certify the case against Vice President Duterte under constitutional standards.
