Businesses Welcome Breathing Room As PCCI Backs Major Review Of BIR Audit Rules

The Philippine Chamber of Commerce and Industry (PCCI) is throwing its full support behind the Bureau of Internal Revenue’s latest move to hit pause on field audits—an action business groups say brings much-needed relief, especially with the year-end rush in full swing.
In a press release dated November 25, PCCI praised Finance Secretary Frederick Go and newly appointed BIR Commissioner Charlito Martin R. Mendoza for issuing Revenue Memorandum Circular (RMC) 107-2025, which immediately suspended all BIR field audits and related operations.
According to PCCI, this suspension gives companies—especially MSMEs—the chance to focus on crucial year-end tasks like planning, stocking up for the holiday season, and managing sales without the added stress of an ongoing tax audit.
A Deep Dive Into LOA Rules
But the Chamber says the bigger win is the BIR’s creation of a Technical Working Group (TWG) that will thoroughly review and update policies on Letters of Authority (LOA) and the entire audit process.
For years, businesses have raised concerns about unclear rules, inconsistent procedures, and uneven implementation of audits. With this TWG, PCCI believes the government is finally taking meaningful action to fix those long-standing problems.
PCCI says reviewing these rules is a crucial step toward clearer guidelines, better internal controls, and a more transparent audit system that respects due process.
Ready to Work With Government
As lead convenor of the Partnership with Multi-Sectoral Group (PMSG), PCCI says it’s ready to provide technical expertise and real-world insights to help the BIR strengthen its LOA framework.
The chamber reaffirmed its commitment to working closely with both the Department of Finance and the BIR to build a tax environment that protects compliant taxpayers, ensures fair revenue collection, and upholds integrity and accountability.
With the audit pause now in effect and a major policy review underway, businesses are hopeful that this marks the beginning of a more consistent, predictable, and taxpayer-friendly audit system.
