Civic Groups File Plunder And Graft Complaints Against VP Sara Duterte

Civil society leaders have filed a wide-ranging set of criminal and administrative complaints against Vice President Sara Duterte and 15 officials from the Office of the Vice President (OVP) and the Department of Education (DepEd), marking one of the most significant legal challenges yet to the vice president’s office.

Led by Fr. Flaviano Villanueva, the groups submitted the complaints to the Office of the Ombudsman on Friday, December 12. The filings include allegations of plunder, malversation, bribery, graft and corruption, betrayal of public trust, and gross violation of the Constitution.

According to the complainants, their move aims to restore the integrity of checks and balances in government and push for accountability among high-ranking officials. They emphasized their concern over what they describe as questionable transactions and decisions under the OVP and DepEd.

Part of the complaints calls for a full investigation into the reported use of ₱612.5 million in confidential funds allocated to the vice president’s office. The groups argue that the spending requires deeper scrutiny, saying it raises serious concerns about transparency and fairness in budget utilization.

The Ombudsman will now assess whether the complaints hold sufficient grounds for a formal investigation. The filings are expected to fuel ongoing national discussions on public accountability, government spending, and ethical governance.
