Dizon Blows the Whistle In Siargao After Finding 'Finished' Projects Still Half-Done

Public Works and Highways Secretary Vince Dizon flew to Siargao, Surigao del Norte yesterday to check on the progress of key infrastructure projects—only to be met with a string of unpleasant surprises.

The visit was part of President Ferdinand Marcos Jr.’s directive to inspect and assess the condition of infrastructures nationwide. But what Dizon found in Siargao left him visibly frustrated.

Two bridges in Pilar—the Maasin and Asinan bridges—were supposedly completed in 2022. Yet when Dizon arrived, both were far from finished. Construction on the bridges actually began in 2021, but today, years later, they remain incomplete.

His disappointment didn’t stop there. At Barangay Tuburan in Del Carmen, Dizon checked on a flood control project that official reports claimed was already 95% done. In reality? Only about 35% of the work had been completed.

The discovery prompted Dizon to order the immediate acceleration of all delayed projects on the island. He also directed an investigation into the causes of the delays—including the contractor reportedly linked to Surigao del Norte 1st District Rep. Francisco “Bingo” Matugas.

With these findings, the DPWH chief made it clear: accountability is coming, and the government wants these long-overdue projects finished for the people of Siargao.
