DOTr Rolls Out 'Libreng Sakay' Amid Super Typhoon Uwan

As Super Typhoon Uwan lashes parts of the country, President Ferdinand Marcos Jr. has ordered the Department of Transportation (DOTr) to ensure that stranded commuters get a break — literally.

Starting November 10 to 11, passengers can enjoy free rides on MRT-3, LRT-1, and LRT-2 for the entire day. The move aims to ease travel difficulties and help commuters safely reach their destinations despite the bad weather.

But that’s not all. The Office of the President, Philippine Coast Guard (PCG), Philippine Ports Authority (PPA), and the Office of Senator Erwin Tulfo are also deploying free buses to assist the riding public.

Routes covered include:
• Quiapo–Fairview
• Quiapo–Angono
• Lawton–Alabang
• Roxas Blvd.–Sucat
• Taft–Cubao

These free bus services will run all day on November 10, and may be extended to November 11 if the situation calls for it.

No Fees for Relief and Rescue Operations

In line with the President’s directive, the PPA has waived RoRo terminal fees for vehicles delivering rescue equipment and relief goods to typhoon-hit areas. This covers both government and private vehicles assisting official operations.

Local airlines are also waiving cargo fees for shipments carrying aid and supplies to affected residents.

Meanwhile, Acting Transportation Secretary Giovanni Lopez has instructed the Toll Regulatory Board (TRB) to suspend toll fees for emergency and rescue vehicles using expressways.

“The full force of the DOTr is now focused on assisting our countrymen affected by Super Typhoon Uwan,” Lopez said. “The President’s directive is clear — do everything possible to speed up the delivery of relief and rescue operations. That’s why we’ve mobilized all transport sectors early.”

Ports and Airports on Alert

Food and water are being provided to stranded passengers in ports, terminals, and bus stations. The Civil Aviation Authority of the Philippines (CAAP) is also closely monitoring airport conditions as Uwan continues to affect flight operations.

For now, authorities remind travelers to stay updated on official advisories and to avoid unnecessary travel until weather conditions improve.
