DPWH Removes Top Officials Amid Ongoing Probe

The Department of Public Works and Highways (DPWH) has moved to clear its ranks, announcing the removal of several officials from key positions.
DPWH Secretary Vince Dizon said on Monday, January 12, that a total of eight officials have been relieved from their posts as part of an ongoing internal investigation. These include four regional directors—Ronnel M. Tan of Region 1, Jovel G. Mendoza of Region 4A, Virgilio C. Eduarte of Region 5, and Danilo J. Villa of Region 7—along with two assistant regional directors, OIC ARD Neil C. Farala of Region 4B and OIC ARD Annie S. Dela Vega of Region 5. Also removed were two district engineers, Ruel V. Umali of the Metro Manila 3rd District Engineering Office and Manny B. Bulusan of the South Manila District Engineering Office.
Secretary Dizon clarified that these officials are still under investigation and that their removal is meant to ensure transparency and accountability while the probes are ongoing.
In a separate move, the DPWH also relieved three officers-in-charge district engineers after they failed to meet the qualification standards set by the Civil Service Commission. These were Sherylann Gonzales of the La Union 1st District Engineering Office, Roy Pacanan of the Iloilo City District Engineering Office, and Peter Scheller Soco of the Leyte 4th District Engineering Office.
Dizon stressed that the department remains firm in enforcing rules and standards, saying that competence and integrity are non-negotiable for those entrusted with public service.
