Flood Control Scandal Deepens As Contracts Point To Romualdez And Zaldy Co

President Ferdinand R. Marcos Jr. is pushing the flood control controversy into higher gear, announcing that all evidence gathered by the Independent Commission for Infrastructure (ICI) and the Department of Public Works and Highways (DPWH) will now be handed over to the Office of the Ombudsman.
In a video message, Marcos said the agencies had collected findings that may implicate former Speaker of the House Martin Romualdez and resigned Ako Bicol Rep. Zaldy Co in alleged anomalies tied to flood control projects.
“As I promised before, I’ll keep updating the public about the cases and information we uncover regarding these flood control projects that aren’t being done properly,” Marcos said.
He added that the ICI and DPWH would submit everything they found — documents, testimonies, and other evidence — to Ombudsman Jesus Crispin Remulla for a full investigation.
According to the President, charges such as plunder, anti-graft violations, and indirect bribery may be filed if the evidence holds.
“Kapag kumpleto ang ebidensya, posibleng magsampa ng kaso,” Marcos explained.
The President also expressed confidence in Remulla, saying the Ombudsman is expected to follow the evidence wherever it leads — even if it involves powerful names.
Earlier this week, the Ombudsman filed graft charges against Co and several DPWH and Sunwest Corp. officials over a ₱289-million flood control project in Oriental Mindoro. Remulla also confirmed that his office is reviewing the list of personalities mentioned by Co in his viral video statements.
