Marcos Orders PhilHealth Amnesty To Help Filipinos Catch Up On Unpaid Contributions

President Ferdinand Marcos Jr. has directed PhilHealth to roll out a general amnesty so employers, business owners, and self-employed members can finally settle their unpaid contributions — without being weighed down by interests and penalties.

In a video message released Thursday, Marcos said the goal is simple: give people a chance to fix long-standing backlogs without making life even harder.

He acknowledged that monthly contributions can feel heavy, especially for those already juggling bills and rising costs. That’s why PhilHealth has also been instructed to implement a one-time waiver on interest for 2026, allowing members to pay what they owe, minus the extra charges.

Under the directive, employers will have one year to settle missed contributions from July 2013 up to December 2024. The program is expected to benefit about 300,000 PhilHealth members.

The President also urged employers to update records and make sure workers are properly registered under PhilHealth’s Yakap Program, which aims to widen coverage and make healthcare easier to access.

According to Marcos, this move is part of broader efforts to reduce healthcare costs and ease financial pressure on Filipino families — especially at a time when every peso counts.

All eyes now turn to PhilHealth as the agency finalizes guidelines on how the amnesty and waivers will be implemented.
