MMDA Rolls Out Real-Time SMS And Email Alerts For No Contact Apprehension Policy

The Metropolitan Manila Development Authority (MMDA) unveiled today its newest upgrade to the No Contact Apprehension Policy (NCAP): real-time notifications via text message and email.

MMDA Chairman Atty. Don Artes announced the enhancement during a launch event at the agency’s Communications and Command Center in Pasig City, explaining that it aligns with President Ferdinand Marcos Jr.’s directive to improve NCAP’s implementation. The President earlier expressed support for the policy as a way to promote road safety and curb corruption on the roads.

“This new feature allows vehicle owners to receive SMS notifications even without an internet connection, enabling them to act promptly and conveniently on any traffic violations,” Artes said.

Developed in partnership with a telecommunications company and the Land Transportation Office (LTO), the system promises to be both faster and more cost-efficient in notifying motorists about verified violations.

Under the process, once an NCAP violation is confirmed, the motorist receives an alert via SMS and email. For security, the MMDA clarified that official SMS notifications come from the sender ID “MMDA_NCAP” —not a mobile number—while official emails come from “no-reply@mmda.gov.ph” . Both do not include payment links, as a safeguard against scams.

Artes cautioned the public to scrutinize any suspicious messages claiming to come from MMDA, particularly those with links, and to always check the sender’s details. He also reminded vehicle owners to keep their contact information updated with the LTO’s Land Transportation Management System (LTMS) to ensure they receive the notifications. Timely transfer of ownership after selling a vehicle is equally important to avoid complications.

Atty. Artes also noted that a “No Record Found” result on the MMDA’s May Huli Ka website does not automatically mean no violations exist, as it only shows records under NCAP.

Joining the event, 1-Rider Party-list Rep. Rodge Gutierrez lauded MMDA’s proactive improvements to NCAP, saying that the agency had addressed many of the concerns raised when the policy was reimplemented in May.

The latest upgrade follows the MMDA’s launch last month of “May Huli Ka 2.0,” a web-based platform where motorists can conveniently check their violation records by entering their plate or conduction sticker number along with their motor vehicle file number.

With these measures, the MMDA continues to refine NCAP as a transparent, technology-driven approach to road safety and law enforcement.
