MMDA Upgrades 'May Huli Ka' Site; GCash Payments, E-Contest Feature Now Live

The Metropolitan Manila Development Authority (MMDA) has rolled out major upgrades to its No Contact Apprehension Policy (NCAP) portal, giving motorists easier access to their violation records and streamlining the way tickets are reviewed and paid.

The improvements follow President Ferdinand Marcos Jr.’s directive to expand digital services for the public.

Under the new system, vehicle owners can now view proof of violation directly through the May Huli Ka website by simply entering their plate number and MV File number. The portal now also allows users to register multiple vehicles under one account—particularly useful for TNVS operators, ride-hailing fleets, logistics companies, and corporate vehicle users who need to monitor several units at once.

A new E-Contest feature has also been launched, allowing motorists to challenge a violation online. Once an account is verified, users can file a contest ticket, upload supporting documents, and wait for an email response from the MMDA Traffic Adjudication Division.

MMDA Chairman Atty. Don Artes said the upgraded platform provides motorists with a more convenient way to manage records and track violations. “With the new features made available in the May Huli Ka website, motorists can now check on their records anytime and anywhere as we continually improve on the system and make it more inclusive,” he said.

Artes also announced that the MMDA is enhancing its AI camera systems, which will soon be capable of detecting overspeeding—currently monitored only through speed guns.

In addition, motorists can now settle their traffic and littering fines through GCash Pay Bills, following a new partnership between the MMDA and G-Xchange Inc. Each transaction includes a ₱7 convenience fee, lower than the previous ₱12. GCash for Business Head Edgardo Layug said the reduced fee aims to make the payment process more accessible to the public.

Ride-hailing companies have also expressed support for the updates. Angkas’ Atty. Jauro Castro said the improvements will help strengthen road discipline, while Grab’s Atty. Gio Tingson acknowledged the MMDA’s extensive consultations with transport firms. Both companies reminded vehicle owners to keep their official records updated to avoid problems with NCAP tagging.

As of November 30, the MMDA has recorded 252,315 violations, with 119,345 validated through its monitoring network of 186 AI cameras, 348 CCTV units, and 100 body-worn cameras.

With the holiday rush building and a three-day transport strike by Manibela anticipated, the MMDA says it is prepared to manage increased traffic and keep roads moving in the coming weeks.
