NAPOLCOM Files Administrative Complaints Against Cavite Cops Linked To Robbery-Rape Case

The National Police Commission (NAPOLCOM) has accepted and filed administrative complaints against 14 members of the Philippine National Police Drug Enforcement Group–Special Operations Unit (PDEG-SOU) 4A in connection with an alleged robbery-rape incident in Bacoor, Cavite.
The complaints were formally filed on November 25, 2025 at the NAPOLCOM Central Office in Quezon City, marking a key step in the investigation into the officers’ alleged involvement. The case stems from the testimony of an 18-year-old victim, known publicly as “Nena,” who accused the policemen of forcibly entering her home, robbing her, and sexually assaulting her.
NAPOLCOM Chief Commissioner Rafael Vicente Calinisan delivered a strong message condemning the actions attributed to the officers.
“Harap harapan ko ng sinasabi, walang puwang ang panggagahasa, walang puwang ang pagnanakaw sa loob ng Philippine National Police. You will contend with the National Police Commission. Walang puwang ang ganitong klaseng pulis sa ating mga hanay,” he said.
Calinisan urged victims to come forward and assured the public that NAPOLCOM stands ready to act on complaints.
“The people need to trust in institutions, the NAPOLCOM is there for you. Ang pulis ng pulis ay ang NAPOLCOM. Pwedeng magsumbong ang kahit sinong biktima sa NAPOLCOM,” he added.
He also commended the swift action of Bacoor City Police Chief PLTCOL Alexie A. Desamito, PRO4A Regional Director PBGEN Paul Kenneth T. Lucas, Cavite Provincial Director PCOL Ariel R. Red, and various intelligence and mobile units for the arrest of 8 out of the 14 accused officers. The remaining suspects are still being tracked.
NAPOLCOM emphasized that it is committed to ensuring justice and accountability across all ranks of the Philippine National Police, stressing that any officer found guilty of wrongdoing will face the full force of the law.
