Nicolas Torre III Takes Helm As MMDA General Manager; Vows Hands-On Leadership

The Metropolitan Manila Development Authority (MMDA) has officially welcomed Nicolas Torre III as its new General Manager, with the former police chief pledging to bring his extensive law enforcement experience into managing Metro Manila’s day-to-day challenges.

During a flag-raising ceremony on Monday, Torre addressed MMDA personnel, expressing excitement over this new chapter in his public service career and thanking President Ferdinand Marcos Jr. for entrusting him with the post.

“I am excited to join the ranks of the people who keep the metropolis moving and keep the metropolis where we all live, dream, work and do business in, as my new career in government service. I do hope that I will make the contribution expected of me in MMDA,” Torre said.

MMDA Chairman Atty. Don Artes urged agency employees to extend their full support to Torre, noting that the new general manager will oversee the agency’s daily operations under his direct supervision. Torre is expected to lead key initiatives on public safety, flood control, traffic management, and solid waste management across the National Capital Region.

Artes added that Torre will coordinate closely with Department of Public Works and Highways Secretary Vince Dizon, ensuring MMDA’s active involvement in all flood control projects—from planning to completion.

“Torre will engage in discussions with Department of Public Works and Highways Secretary Vince Dizon to ensure that MMDA, through him, will be actively involved in all flood control projects in Metro Manila from initial planning stage to completion,” Artes said.

Torre also committed to personally leading traffic management and clearing operations on major roads and waterways, emphasizing the strict implementation of the three Es of traffic management: engineering, education, and enforcement. With his background in the police force, he will also work to strengthen discipline among traffic enforcers and head internal investigations into misconduct and irregularities.

In addition to his operational role, Torre will serve as the official spokesperson of the MMDA, handling interviews and public communications.

Shortly after assuming office, Torre joined inspections of ongoing EDSA rehabilitation works with the DPWH and other agencies. While repairs have temporarily slowed traffic due to lane closures, officials noted improvements along completed sections.

“Since the innermost lanes of portions of EDSA have been repaired, travel along EDSA Busway has been observed faster and smoother,” Artes said.

Rehabilitation work on other parts of EDSA will continue nightly from 10:00 p.m. to 4:00 a.m., as authorities work to improve road conditions while minimizing daytime disruptions.
