P20 Rice Program Now Fully Rolled Out Across All 82 Provinces

The government’s P20 Benteng Bigas (Benteng Bigas, Meron Na!) program has officially reached all 82 provinces nationwide, with Maguindanao del Norte becoming the final province to launch the initiative on December 11, 2025. The Department of Agriculture (DA) confirmed the completion of the rollout, marking a major milestone in the administration’s push to make affordable rice accessible to vulnerable Filipino families.

According to the DA, the P20-per-kilo rice is available to priority beneficiaries such as 4Ps households, solo parents, senior citizens, indigenous peoples, persons with disabilities (PWDs), minimum wage earners, public transport workers, farmers, and fisherfolk. The program aims to ease food costs for low-income sectors while strengthening national food security.

Who Can Buy and How It Works

• Only registered priority beneficiaries can purchase P20 rice.
• Beneficiaries may purchase up to 30 kilograms per month, depending on local supply.
• Rice stocks are sourced from the National Food Authority and distributed through Food Terminal Inc., KADIWA centers, LGU pop-up stores, and other authorized outlets.

QR Code Registration System

To ensure orderly distribution, the DA implemented the Benteng Bigas Masterlist and P20 Benefinder Registry. Eligible individuals register and receive a QR code, which is scanned at distribution sites to verify eligibility and track allocations.

Nationwide Coverage and Distribution Points

The P20 rice program is now supported by hundreds of selling points across the country, including KADIWA hubs and LGU-managed pop-up stalls. Additional outlets continue to be added depending on supply availability and community demand.

Why This Rollout Matters

Reaching all 82 provinces expands access to subsidized rice, especially for remote and underserved communities. While the nationwide rollout is complete, access still depends on beneficiary status, supply availability, and registration requirements. Nonetheless, the program is widely seen as a meaningful step toward reducing food expenses for vulnerable families and improving local food distribution systems.
